The Howard County Special Education Citizens Advisory Committee (SECAC) regularly appears before the Howard County Board of Education to ensure the voices of students with disabilities, their families, and educators are heard at the decision-making table.

Through these presentations, SECAC advocates for equity, inclusion, and accountability in special education—providing insight, data, and lived experiences that help drive meaningful change across our schools.
